The Biden administration’s open-border policies have unleashed a wave of fraud that’s hitting American taxpayers hard. Federal prosecutors in Massachusetts have now revealed one of the largest welfare scams in the state’s history, involving Haitian migrants exploiting the system for millions of dollars.
Authorities say two small storefronts in Boston’s Mattapan neighborhood became personal cash machines for the scammers. The USDA Office of Inspector General and the FBI charged Antonio Bonheur, 74, and Saul Alisme, 21, with orchestrating a $7 million SNAP (food stamp) trafficking scheme.
“These defendants exchanged SNAP benefits for cash, which they pocketed,” U.S. Attorney Leah Foley declared during a press conference, exposing the shocking scale of the fraud.
Tiny Stores, Enormous Theft
Bonheur’s “Jesula Variety Store” was just 150 square feet—smaller than most bathrooms—but somehow processed $6.9 million in SNAP transactions from 2021 to 2025. Alisme’s “Saul Mache Mixe Store,” occupying 500 square feet in the same building, trafficked over $121,000 in benefits within months of opening.
