The money Trump redirected came from two-year appropriations for research — meaning there was flexibility to move funds temporarily. But Johnson made clear that flexibility is running out.

“They moved that over to prioritize payment of those who are putting their lives on the line today and who have families in serious situations,” he explained.

Democrats Are Playing Chicken With Military Families’ Paychecks

The $8 billion lifeline covered just one pay period.

“And if the Democrats continue to vote to keep the government closed as they have done so many times, then we know U.S. troops are going to risk missing a full paycheck at the end of this month,” Johnson warned.

That’s no small thing.
A 2023 Blue Star Families survey revealed that one in six active-duty military families face food insecurity — and a third have less than $3,000 in savings. Missing a single paycheck could devastate households already on the edge.

The House passed a GOP funding bill on September 19, extending spending through November 21 to buy time for real budget negotiations. But Democrats have blocked that bill nine times in the Senate.

Nine times.

And every time, the result is the same — a frozen government and unpaid troops.

What Schumer Is Really Holding Out For

The real issue, Johnson says, isn’t national security or defense spending.

It’s politics.

Democrats are reportedly holding out to tie military funding to an extension of Obamacare tax credits, unrelated to the shutdown.

“It would be nice if Senator Schumer could say his shutdown is complete,” Senator Mike Rounds said, calling out Democrats for refusing to reopen the government before negotiating healthcare subsidies.

Republicans have repeatedly offered to discuss the issue — after reopening the government. But Schumer refuses, insisting on using troops’ paychecks as leverage.

A Dangerous Precedent — And a Historic Warning

This standoff isn’t just political theater. It’s unprecedented.

Had Trump not stepped in, October 15, 2025, could have marked the first time in American history that all military branches missed a paycheck due to a shutdown.

In 2013, Obama averted that scenario by signing the Pay Our Military Act. In 2019, the Coast Guard went unpaid during a funding lapse — the first time in over a century any branch went without pay.

Now, Schumer’s blockade risks repeating — and amplifying — that disgrace.

Trump’s $8 billion maneuver spared troops for now, but even legal experts are questioning whether such a move skirts the Anti-Deficiency Act, which restricts agencies from spending without appropriations.

Still, the question remains: why did Trump succeed where other presidents refused to act?

And more importantly, why are Democrats forcing a president to raid research funds just to pay soldiers?

Johnson: “The Clock Is Ticking”

Johnson made it clear he won’t play along with Schumer’s political theater.

He’s rejecting calls for a standalone military pay bill — saying it’s nothing more than a “political escape hatch” for House Democrats who voted against the GOP’s funding resolution.

“If there is a mechanism to do that, they will find it,” Johnson said.

But the real mechanism, he reminded everyone, is simple: Chuck Schumer could stop blocking the bill the House already passed.

Every day the shutdown drags on, more federal workers are furloughed, more services paused — and the clock ticks closer to the next military payday.

“We will run out of the funds,” Johnson warned bluntly.

When that happens, no amount of “creative accounting” will protect the families living on base or struggling to pay rent.

And when those checks stop coming, it won’t be Trump or Johnson’s names on those empty envelopes — it’ll be Schumer’s shutdown written all over them.
