Embezzlement Trail Begins with Financial Chaos
The charges stem from Flanagan’s time as executive officer at the Home Builders and Remodelers Association of Cape Cod, where prosecutors say he drained $36,000 from the organization over a 14-month period. His motive? To cover a laundry list of personal and political debts as his financial situation spiraled out of control.
Federal documents reveal that by late 2021, Flanagan was drowning in credit card debt, had fallen behind on his mortgage, and was regularly slammed with overdraft fees. That’s when he allegedly began raiding his employer’s funds to plug his personal budget holes.

Authorities say Flanagan funneled a $10,000 chunk of the stolen money into his own campaign during a tight reelection race for a seat previously held by Republicans. The move was masked by falsified campaign filings claiming the money was a legitimate reimbursement.
In reality, Flanagan’s personal bank account had just $42.28 the month before the deposit—making it clear he couldn’t have fronted that amount himself.
He labeled the deposit as a “candidate loan,” hoping to dodge scrutiny.
History of Campaign Deception
This isn’t Flanagan’s first brush with campaign finance shenanigans. During a previous election cycle, he was fined $15,000 for inventing a fake conservative front group—“Conservatives for Chris Flanagan”—and fabricating a fictional supporter named “Jeanne Louise” to solicit illegal campaign contributions.
The latest charges only reinforce what critics have long suspected: that Flanagan has made deception and manipulation a core strategy of his political playbook.
Among the other eyebrow-raising uses of stolen funds were purchases of children’s toys, neckties, dress shirts, and $537 worth of custom campaign t-shirts. But the strangest expense? A psychic. Yes, prosecutors say Flanagan spent part of the stolen money on “personal psychic services” in July 2022.
“Mr. Flanagan defrauded the very organization he was supposed to serve,” Foley said. “This alleged scheme was calculated on every level.”
Outrage Mounts Across Party Lines
As the scandal exploded, Republican lawmakers wasted no time in demanding accountability.
“If he refuses to [resign], then Speaker [Ron] Mariano should immediately authorize and direct the House Ethics Committee to begin proceedings in this matter,” said House Minority Leader Brad Jones.
But while Republicans demand action, top Democrat and House Speaker Ron Mariano has remained silent, so far refusing to join calls for Flanagan’s ouster.
Flanagan was pulling in a six-figure income between his state salary—over $97,000—and his private sector role with the builders association, which netted him another $81,600. But apparently, even that wasn’t enough to cover his personal excesses.
